Authorize selected staff to sign permit applications and inspection reports for FDOT, FDEP, and SWFWMD –Citrus BOCC 2025-09-23

Maybe it’s a coincidence that this move by the Citrus BOCC comes a month after Southworth sold Citrus County sand mine site to state of Florida 2025-08-06.

The Citrus County Commissioners approved authorizing seven named staff members to sign permit applications and inspection reports on behalf of the county, with no mention of any further approval by the Commissioners. This authorization is for each of FDOT, FDEP, and SWFWMD, which are exactly the three Florida state agencies that are involved in permitting the huge borrow pit next to the Suncoast Parkway Phase 3A Extension in Citrus County.

I’ve never seen this before, and I go to many county commission meetings in Florida and Georgia, and I watch more counties online. It’s common for counties to put specific items on their agenda to authorize a specific staff member to sign a specific document, but I’ve never seen a blanket authorization like this, especially not for seven different staff for three different agencies.

Further, the listing in the Consent Agenda does not match the actual authorizations later in the board packet, and those authorizations seem to extend the authorization to the actual permits, not just applications.

This is upstream from Crystal River, south of the Withlacoochee (South) River that flows into the Gulf of Mexico. Local opponents are rightly concerned about local issues.

WWALS is also concerned that this would be another step towards running the Suncoast Parkway north across the Suwannee River.

Additional documents for Chemours permit application to mine SRWMD land 2025-06-16

Update 2025-08-31: SRWMD purchased Rayonier tract with mineral rights leased to Chemours for TiO2 mining –SRWMD to Carol Mosley 2025-07-11.

Update 2025-07-20: Nitrate monitoring and mining on SRWMD land –Suwannee Riverkeeper to SRWMD Board 2025-07-08.

Today, I got about 1.4 gigabytes of files in response to the FOIA I sent to the Army Corps on May 28. Unfortunately, this additional information arrived after the June 12 deadline for comments on the Chemours application to mine for titanium dioxide on SRWMD land. WWALS already sent a letter on that day.

If the Public Hearing happens that we and others called for, we can bring up any questions that come out of this additional information.

Bradford County Local Mitigation Strategy Planning Committee 2025-03-20

Several people informed me yesterday that they were alarmed to discover there is a meeting today at the Bradford County, FL, Sheriff’s Office about flooding.

Turns out it’s at the Sheriff’s Office because that’s where this long-running committee has been meeting. It works on flooding and wildfire issues.

According to the agenda, Paul Still already has them talking about Sampson River Blockages and Radium and Chemours Discharges, which were the two big topics people were concerned about. The Sampson River blockages would seem to include the so-called three-pipes dam gates under CR 225 on the Sampson River just downstream from Lake Sampson. These gates were another concern I heard: people wish SRWMD would use them to lower Lake Sampson before big rains.

Like many such committees, this one has had few participants. Maybe this week’s alarm will get more people to attend.

Apparently most people saw this notice in the local newspaper, but it was also posted on facebook by Bradford County Sheriff’s Office – Emergency Management Division, March 7, 2025,

The Bradford County Local Mitigation Strategy (LMS) Planning Committee/Workgroup will meet Thursday, March 20th, 2025, at 3:00 pm in the Bradford County Emergency Operations Center (EOC) located in the Bradford County Sheriff’s Office at 945B North Temple Avenue, Starke, FL 32091.

Videos: North Florida Regional Water Supply Plan meeting @ SRWMD 2022-11-15

Almost all the attendees were SRWMD staff; no board members. The only public comment was by me, at the NFRWSP Constraint Meeting, at SRWMD HQ yesterday.

The presentations were informative, although they omitted a major subject, which I addressed: limits on water withdrawal permits. Will the SRWMD and SJRWMD boards address it this time, or shrug it off like six years ago, after many people suggested it?

January will be six years since SRWMD and SJRWMD passed the North Florida Regional Water Supply Plan (NFRWSP), mostly ignoring input from interested parties. It’s back for renovations, with public comment at the end of the workshops. Maybe you’d like to attend and comment, or send them written comments.
