The U.S. Environmental Protection Agency proposes some new rules to
clarify Clean Water Act protection.
Some people and organizations have concerns about that,
and the EPA has now responded to those concerns.
Comment periods are still open for you to provide input directly to EPA
about the proposed rule.
Here’s the EPA’s Waters of the United States Proposed Rule. EPA says clarification of the Clean Water Act was requested by a broad range of state, tribal, and local government agencies and elected officials and NGOs, ranging from AASHTO to the National Association of State Foresters. One of the two examples EPA cites of state enforcement problems is on the Flint River in Georgia:

Delaware Riverkeeper again has standing to oppose fracked natural gas pipelines, as part of the recent Pennsylvania Supreme Court ruling against frackers.
Andrew Maykuth wrote for philly.com 23 December 2013, What Pa. court’s ruling on gas-drilling law means,
…opponents of shale gas drilling say the court decision carries substantial symbolic and political weight. They hope it signals a reconsideration of state government’s love affair with fossil fuels.
“With this huge win, we will move ahead to further undo the industry’s grip of our state government,” said Maya van Rossum, executive director of the Delaware Riverkeeper Network, whose standing as a plaintiff in the case was restored by the Supreme Court’s decision.
The ruling may also revitalize the state’s Environmental Rights Amendment, a 42-year-old law that guarantees Pennsylvanians’ access to clean air and water.
Fracking backers of course say the ruling will harm business. Somebody remind me, why should big business get to destroy local property and watersheds to turn a buck?

Dear Public Service Commissioners and Staff,
The recent rains have swollen our blackwater rivers, Withlacoochee, Willacoochee, Alapaha, and Little, under our longleaf pines and Spanish-moss-covered oaks, and filled up the tea-colored tannin waters in our frog-singing pocosin cypress swamps here in central South Georgia. But that was only a dent in our protracted drought that ranges from mild to extreme, with projections not much better.
We do not need more traditional big baseload power plants gulping down our river or aquifer water when solar and wind power use far less, and those renewables are now at grid parity with coal, natural gas, and nuclear.
Power plants are thirsty, as the Union of Concerned Scientists pointed out in a 2011 report, “Freshwater Use by U.S. Power Plants: Electricity’s Thirst for a Precious Resource”.
