Okefenokee bills, Georgia legislature 2024-02-21

As crossover day approaches in the Georgia legislature, events are moving faster about the proposed strip mine too near the Okefenokee Swamp.

In addition to a mining prohibition bill that has been in the legislature since last year, now there is a fine, draft permits, and two new bills, for increased criminal penalties, and for a mining moratorium (with a big catch).

None of these are likely to stop this specific “demonstration” mine, but some of them could prevent any further such mines.

Crossover day is the day by which a bill has to have been passed by one house to get into the other house. It’s February 29 this year, Thursday of next week.

Draft Permits

As previously mentioned, On February 9, 2024, GA-EPD published draft permits (surface mining, water withdrawal, and air quality). for the applications by Twin Pines Minerals, LLC (TPM) to strip mine for titanium dioxide (TiO2) within three miles of the Okefenokee Swamp, between Moniac and St. George, Georgia. You have until April 9 to comment, and there is a public online meeting on March 5.

Consent Orders

Back in January, I was told by a former state legislator that these miners be very careful to avoid infractions, because they had a lot of money riding on their venture. A week later, the Georgia Environmental Protection Division (GA-EPD) issued a Consent Order on TPM, saying back in 2018 the miners had drilled soil samples without a professional geologist or engineer supervising, as required by state law, and they also failed to provide a letter of credit or a performance bond. TPM “voluntarily” agreed to pay a tiny fine of $20,000. Clean Santa Fe and Withlacoochee Rivers 2024-02-01

Update 2024-02-09: Three clean rivers 2024-02-07.

We got good results for Wednesday the Withlacoochee and Santa Fe Rivers. Valdosta’s Wednesday upstream Withlacoochee River results concur.

There is prediction of rain on Sunday, but you can get on the water before then.

Sewage Spills

For once, there were more spills in Florida than in Georgia, although not all were sewage.

One sewage spill was reported in the Suwannee River Basin in Georgia for last Friday, from Quitman. It first appeared in the Monday, January 29, 2024, GA-EPD Sewage Spills Report, with little detail. Continue reading

Update 2024-02-03: Clean Santa Fe and Withlacoochee Rivers 2024-02-01.

The Chemours Trail Ridge South titanium dioxide mine yesterday and today spilled Stormwater or Process water.

This is according to a report this afternoon in the daily Pollution Notice by the Florida Department of Environmental Protection (FDEP).

Chemours says there was no problem:

Yes, it really ends in the middle of a word. Probably we will request the followup test results from FDEP.

So where did this wastewater go? The report includes latitude and longitude: 29.906479033014865, -82.0576515197747.

That turns out to be more than a mile from the Chemours Trail Ridge South Mine, and almost a mile from the Trail Ridge Mine. The report does not explain why so far. Continue reading

SWFWMD and 3RT Sand Mine, Levy County, Rainbow Springs springshed 2024-01-04

As Craig Pittman pointed out, SWFWMD issued a permit for the 3RT Sand Mine in Levy County. But that ERP says nothing about Rainbow Springs or FDEP’s Basin Management Action Plan (BMAP) for the Rainbow Springs springshed. That ERP does not even mention that the mine site is in an aquifer recharge zone.

What is the use of BMAPs, or of Rainbow Springs being an Outstanding Florida Water, if FDEP’s own SWFWMD can issue a permit for a strip mine without mentioning either?

Maybe you’d like to ask about that at FDEP’s meeting about Outstanding Florida Springs Basin Management Plans 2024-01-23. Sure, such meetings are usually public tellings at which the state ignores what citizens say.

But you can use that meeting as a forum to demonstrate opposition to the mine, so you can bring that up at the February 6 Levy County Commission meeting.

It makes no mention of the Rainbow Springs springshed or its Basin Management Action Plan (BMAP) issued by the Florida Department of Environmental Protection (FDEP).

That’s Environmental Resource Permit (ERP) No. 43046299.000 issued to Ryan Thomas for the 3RT Sand Mine on April 19, 2023, by FDEP’s Southwest Florida Water Management District (SWFWMD).

Maybe you’d like to mention that to the Levy County Commission before or at its February 6 Levy County Commission meeting.

Before then, maybe you’d like to ask about that ERP at FDEP’s meeting about Outstanding Florida Springs Basin Management Plans 2024-01-23. Sure, such meetings are usually public tellings at which the state ignores what citizens say. But you can use it to build your case for the Levy BOCC.

Floridians, ask your friends and relatives in Georgia to do this, and ask the Florida Department of Environmental Protection (FDEP) to ask the Georgia Environmental Protection Division to deny the permits for this single point source of pollution upstream of Florida.

Meeting: Outstanding Florida Springs Basin Management Plans 2024-01-23

Maybe you’d like to ask FDEP some questions about the springsheds of Rainbow Springs, Ichetucknee Springs, or Madison Blue Spring, among many others.

What does it mean for a spring to be declared an Outstanding Florida Water and a Basin Management Plan (BMAP) issued for it if that springshed is not protected from, for example, a sand mine?

Tour of Ichetucknee Springs 2023-12-14

Thanks to Rangers Cole and Owen for an informative tour of Grassy Hole, Mill Pond Spring, and Devils Eye Spring on the Ichetucknee River.

This tour was part of the agenda of Stacie Greco’s Santa Fe River Springs Protection Forum.

Join us to paddle past these springs this Saturday on Iche Nippy Dip Day Swim and Paddle, Ichetucknee River 2024-01-06.

Apparently there was quite a town at Mill Pond Spring, formed around the undershot water wheel of the mill. Hurricanes, economic changes, and wars caused the demise of the town.

Water lettuce, the main topic of the Forum, is cultivated in nurseries at Devils Eye Spring.

Sewage spills: Ashburn, GA, Live Oak, FL 2023-12-01

Update 2023-12-08: Clean Santa Fe River 2023-12-06.

Live Oak, Florida, was much faster in reporting its Friday sewage spill than was Ashburn, Georgia, in reporting its Sunday-before-last spill.

Probably neither of these spills had any noticeable effect on the nearby Little or Suwannee Rivers, and certainly not on the far-downstream Withlacoochee River.

Learned a few things in this last of the FDEP series of county meetings about state parks, (almost) the only one that also included the Suwannee River Wilderness Trail and its River Camps.

We also talked about the previous day’s meeting, in Hamilton County, which included Big Shoals State Park. Moving the portage around Big Shoals from Columbia County to Hamilton County, on the right bank of the Suwannee River, is now merely a discussion topic, not a plan. They do want to do something to improve the exit from the portage back into the river. The jagged and slippery limestone rocks are a safety issue. One possibility is steps like at the Big Shoals Tract Launch. They didn’t like my suggestion of just put in some posts with a chain for people to use to get down to the river.
