I’m thinking it’s what they lay the pipes on to keep them off the ground? It seems silly I know, but they want to keep them clean as long as they can otherwise they’ll rust
They put the pipes on the things that look like railroad ties.
Best explanation of the tires I’ve seen posted is STT uses them to protect paved roads when moving tracked equipment.
I have not witnessed that myself, nor have I seen pictures of it.
