WCTV’s subhead is incorrect about the Community Open House by SRWMD, 6-8 PM, Thursday, March 19, 2026, at UF-IFAS in Live Oak, Florida:

“This project wouldn’t happen until 2039”

According to their own schedule, many parts of WFNF are already happening, such as the three-year consultant wetland pilot study and siting study funded by SJRWMD in November 2025. The first pipes would start going in in 2028: “Transmission Mains to Wetland.” Pipes to recharge facilities, i.e., those in the Suwannee Basin, would start going in in 2032. The NCFRPC will take up its own resolution against the WFNF project to pipe treated wastewater from Jacksonville into the Suwannee Basin.

There is nothing on the SRWMD Board agenda about Water First North Florida (WFNF) for 9 AM this Tuesday, March 10, 2026. But there are several items related to that scheme to pipe treated wastewater from Jacksonville into the Suwannee River Basin.

The SRWMD agenda for tomorrow has a Public Hearing about declaring a Phase II Severe Water Shortage. That declaration is watered down, with few actual requirements. Although not as much as the Modified Phase II Severe Water Shortage already declared by SJRWMD, which appears to eliminate all mandatory water restrictions.

Also on the SRWMD agenda, perhaps ironically, are

  • a “Water Conservation Month Proclamation” and
  • a “Springs Protection Awareness Month Proclamation”.

And of course the monthly SRWMD Hydrologic Conditions Report, which will detail how bad the drought is.

Florida Senate Bill would send treated Jacksonville wastewater into the Suwannee River Basin –WTXL 2026-03-03

Update 2026-03-09: Chance to speak to SRWMD at its Board Meeting, 9 AM, Tuesday, March 10, 2026.

Thanks to Lyric Sloan for a WTXL TV report from the Florida Senate Rules Committee Tuesday.

Environmental advocates are pushing back, warning the plan could introduce contaminants and fails to address what John Quarterman, Suwannee Riverkeeper, calls the root cause of declining river flows: over-pumping from the aquifer.

“It’s a risky project,” Quarterman said. “There’s no evidence that it takes out PFAs for other chemicals or drugs, pharmaceuticals, and right now that plant is under a consent order for exceeding all sorts of limits.”

Quarterman and other opponents argue Jacksonville should instead reduce its groundwater withdrawals or pursue alternative water sources, such as the St. Johns River or desalination.

Aquifer recharge is needed, but Jacksonville pumping is the biggest problem –Dennis J. Price, P.G. 2026-02-22

This was an op-ed in the Lake City Reporter, February 19, 2026, by Dennis J. Price, P.G., of Hamilton County, Florida. It’s about Water First North Florida (WFNF), the SRWMD and SJRWMD plan to pipe treated wastewater from Jacksonville into wetlands in the Suwannee River Basin.

He does not want the Suwannee River Basin to continue to be a giant water tower for Jacksonville, through the Floridan Aquifer. He suggests JEA could get drinking water from the St. Johns River instead of withdrawing it from groundwater.

Of JEA could get on with seawater desalination, as south Florida already does.

Aquifer recharge is needed

To the editor:

Recently the Suwannee River Water Management District (SRWMD) proposed a plan to recharge water into our drinking water aquifer, the Floridan Aquifer. The plan is being coordinated with the St. John’s River Water Management District (SJRWMD). Duval County has a private company that supplies almost all the water used in Duval County. With the city of Jacksonville and outlying suburbs using most of that water, the company is the Jacksonville Electric Authority (JEA). The SJRWMD is the permitting authority that controls the amount of water the JEA can pump. There are practically no restraints placed on the JEA. The amount of water the JEA pumps is enormous, 120 million gallons per day. Growth in Duval County is growing rapidly, extending those suburbs towards and into Baker County.

Our aquifer is in limestone. It is cracked and fissured by several processes that occurred over the past several million years. The amount of cracks and connected fissures determine how fast water can move through the aquifer. The aquifer under Duval County has 2 problems. It doesn’t flow quickly from the north and from the south to the pumps and the Atlantic Ocean on the east is a barrier to fresh water flow. But water does flow easier from west to east, in other words from our direction to Jacksonville. Jacksonville is faced with a water problem. The wells closest to the coast are pulling salt water into the wells. USGS studies from 1990 based on 1980’s data shows that Jacksonville was already pulling water from underneath us and flowing to them. They have begun to move their production wells closer to Baker County. With Jacksonville’s growth, these new wells produce more water and therefore draws down the water in our aquifer.

Solid Waste Open Dump Consent Order on Dwight Caton in Berrien County, GA 2025-12-22

We have a candidate for what caused the nasty Alapaha River water that Mike Paulk reported on February 16, 2026, at GA 135 south of Willacoochee, Georgia.

Somebody from Louisiana owns land in Berrien County at three locations. According to the Georgia Environmental Protection Division (GA-EPD), they found “chicken litter, large trees, and soybean material” at a reported site. This was a violation of Georgia Solid Waste rules, especially considering the landowner had no solid waste handling permit.

SJRWMD hired a consultant to plan piping treated Jacksonville wastewater into the Suwannee River Basin (Water First North Florida) 2025-11-12

The St Johns River Water Management District (SJRWMD) hired a consultant in November to solidify the plan to pipe Jacksonville treated wastewater to recharge springs on the Santa Fe and Ichetucknee Rivers in the Suwannee River Basin.

Their documents show that Jacksonville uses about as much water as all of agriculture in the Suwannee River Basin.

How about Jacksonville get a grip on its water usage?

Wouldn’t that be better than having JAX upstream from the Suwannee River Basin?

The trail from SRWMD’s lack of knowledge of the locations for this project led to SJRWMD’s board minutes.

There is still an opportunity to change course (see below about the SJRWMD November 12, 2025, board packet):

Projects identified in the Strategy do not become permit conditions by virtue of their inclusion in an approved Strategy. The projects described in this Strategy, or alternative projects that the Districts concur will provide an equivalent benefit, may be developed and incorporated as conditions on water use or consumptive use permits (WUP or CUP) through the permitting process and shall be updated with each approval of the NFRWSP.

That’s good, because the projects SJRWMD considered apparently did not include limiting water withdrawals or Dennis Price’s proposal to drill wells at the bottom of planted pine ditches.

They apparently did not include anything about limiting water withdrawals, not even by Jacksonville, which uses about as much water as Suwannee Basin agriculture.

SJRWMD (and SRWMD as junior partner) appear to only be considering massive pipe engineering projects.

And I see nothing in these SJRWMD documents about how they plan to get rid of toxic chemicals that are not normally removed by wastewater treatement, such as PFAS, pharmaceuticals, and artificial sweeteners.

The SJRWMD Board in November 2025 authorized “a contract not-to-exceed $2,170,000 with the Jacobs Engineering Group Inc.” to do an initial design. Continue reading →
