Public Notice for Public Hearing, Bradford Road subdivision 2025-09-18

Update 2025-09-15: Please deny subdividing on Bradford Road –WWALS to Berrien County, GA 2025-08-21.

As predicted, the reschedule date is Thursday, September 18, at 5:30 PM.

This is about plopping ten houses in the middle of an agriculture character area, with runoff and recharge issues that affect the neighbors, Gin Branch Creek, the Withlacoochee River, and groundwater down to the Floridan Aquifer. As well as all the usual issues of trespassing, poaching, pets, livestock, traffic, and road erosion.

Plus transparency and the Berrien Planning Commission should follow the Berrien County Code and Comprehensive Plan.

The farther out from existing services, the more a subdivision costs the county in calls on Sheriff Deputies, Fire Rescue, school buses and places at the schools. Property taxes on those houses would not pay for all that. The rest of Berrien County would have to pay the difference.

SRWMD purchased Rayonier tract with mineral rights leased to Chemours for TiO2 mining –SRWMD to Carol Mosley 2025-07-11

Update 2025-09-05: Chemours to blame for flooding rural Santa Fe River Basin? –Grist 2025-09-04.

SRWMD knew the mineral rights were already leased for mining by Chemours when SRWMD bought the Double Run Creek property from Rayonier. SRWMD did not intend to use the property for public access or recreation.

SRWMD writes, “The primary goal of the acquisition was to support Camp Blanding military buffers, while subsequently exploring the opportunity for flood abatement and water resource development projects.”

So why didn’t Armory Board State of Florida buy it, since that’s the entity that owns the rest of Camp Blanding? And what sort of “flood abatement and water resource development projects” were contemplated?

Here’s an excerpt from a reply to Carol Mosley by Troy Roberts, Office Chief, Communications and Outreach, Suwannee River Water Management District (SRWMD):

To answer your questions, the mining rights for the Double Run Creek property were not available for purchase at the time of acquisition and were not offered as part of the transaction. The rights were previously leased by a third party with the intent that mining operations would continue, which the District was aware of at the time of acquisition. Any subsequent transactions regarding the mining rights would not fall under District jurisdiction.

The primary goal of the acquisition was to support Camp Blanding military buffers, while subsequently exploring the opportunity for flood abatement and water resource development projects. This language is expressly listed in the District’s resolution for the land purchase, which the Board approved. Recreation and public access were not included as primary goals of the acquisition.

The management plan references public access and recreation, only if the opportunities do not interfere with a project. The site is still considered a project area.

Because the property is managed by the Florida Department of Military Affairs, any public access to the property would be initiated and led by that agency. Questions regarding future access and timing should be directed to the Florida Department of Military Affairs, per the management agreement.

If the purchase was to support Camp Blanding, why didn’t Armory Board State of Florida buy it, since that’s the entity that owns the rest of Camp Blanding?

What sort of “flood abatement and water resource development projects” would those be?

Waterkeepers Florida Sues U.S. EPA to protect Florida’s Waters, August 19, 2025

Florida, Statewide | August 19, 2025 — The Environmental Defense Alliance and Waterkeepers Florida have filed a lawsuit against Lee M. Zeldin, Administrator of the Environmental Protection Agency (EPA), for failing to adopt water quality protections concerning toxic and cancer-causing chemicals in Florida’s waters.¹
Water quality criteria for dozens of toxic chemicals that affect human health are supposed to be reviewed and updated by state environmental protection agencies, like the Florida Department of Environmental Protection (FDEP), every three years in order to keep pace with updates in scientific research and new information. These toxic pollutants include known carcinogens like benzene and other chemicals found in fumigant pesticides and industrial solvents. However, many of Florida’s water quality criteria have remained woefully outdated since the 1990s.

Here are WWALS videos of the hour in which several speakers brought up the lack of an Erosion and Sediment Control Plan and many other subjects at the Berrien County Planning Commission. This Public Hearing was about a proposal to put a ten-house subdivision on agricultural land on Bradford, Strawder, and Old Valdosta Roads.

Lisa Sumner spoke first, about that Plan, and last, specifically wanting to know why were we meeting, since county ordinances require the Plan to be submitted. After much discussion among Commission and Staff, they moved to adjourn. Before the vote, Della Gladieux asked if people would get to speak next month. Yes, they said, people who had not already spoken.

People who live in Berrien County can also call or write your Planning Commissioner or Berrien County Commissioner. Anyone can come to that next Planning Commission meeting, which will probably be September 18, since they seem to meet on the third Thursday of the month, at 201 North Davis Street, Nashville, GA 31639.

We all spent an hour at a Berrien County Planning Commission meeting that should not have been held, because the applicant had not submitted a Soil Erosion and Sedimentation Control Plan as required by county ordinances. There are many other objections to plopping a subdivision onto agricultural land on a dirt road.

Lanier County Commission, Lakeland, Georgia 2025-08-11

I went to thank the Lanier County Commission for letting WWALS use the boats at Banks Lake Outdoors in our Full Moon Paddles. WWALS Outings Committee Co-Chairs Kim Tanner and Janet Martin are getting good use out of those boats.

A billion dollars to run Jacksonville and JEA treated wastewater through wetlands in the Suwannee River Basin and into the Floridan Aquifer: this proposal was presented to the SRWMD Board this month.

Nevermind that sewage effluent carries PFAS forever chemicals into wetlands. After contaminating all the wetland wildlife, PFAS would continue into the Florida Aquifer, from which we all drink.

A SRWMD Board member pointed out that desalination of seawater would cost less. Another pointed out that Jacksonville would just suck the water back out of the aquifer. More on board comments below.

Instead, how about Jacksonville and JEA treat their effluent to drinking water standards and reuse it for themselves? The money they save from pumping it to any of those recharge areas would be enormous. That would use less groundwater, so there would be less need for recharge.

Cancelled! Florida River Task Force meeting with Valdosta City Council 2025-07-30

Update 2025-07-18: Filthy Sugar Creek, Withlacoochee River dirty upstream but clean downstream, clean Alapaha River 2025-07-17.

Back in 2020, this Task Force of the dozen downstream Florida counties was instrumental in getting a Consent Order on Valdosta by the Georgia Environmental Protection Division (GA-EPD).

The Task Force was dormant for a while, but recent Valdosta sewage spills have caused it to be reactivated. Some of its members already met privately with several Valdosta City officials a month or more ago. Now a long-awaited public meeting has been announced.

Also, we finally have a list of the members of the Task Force.

Plastic bag bans keep trash out of rivers and the sea –a study in Science 2025-06-19

Plastic bag bans work, finds a study published in Science this month. And not by a little bit: “a 25 to 47% decrease in plastic bags as a share of total items collected relative to areas without policies” and a “30 to 37% reduction in the presence of entangled animals in areas with plastic bag policies”. The study says even partial bans help, and the effect increases with more bans.

Cleanups alone do not solve the trash problem: trash just keeps coming back. Trash traps help keep it out of creeks and rivers, but have to be continually cleaned out. Banning use of the trash goes a long way towards fixing the problem, as this recent study shows.

River paddling, Withlacoochee River and wells, speakers at WWALS River Revue 2025

Hahira, Georgia, June 19, 2025 — Speakers from Georgia and Florida will talk about where to paddle Georgia rivers and legal issues with that, as well as contamination in the Withlacoochee River in north Florida, much of it coming from Georgia, at the WWALS River Revue, September 6, 2025.

Suzanne Welander wrote the book on Canoeing and Kayaking Georgia. She will speak about that and her work to get the Georgia legislature to fix its antique 1863 navigability law. According to that law, river passage depends on navigability, and streams in Georgia are only navigable if they can, all or part of a year, be used to transport goods to market. Nobody ships bales of cotton down our rivers, and for most of them nobody ever did. What people use our rivers for these days is fishing, paddling, motoring, and swimming. The law needs to be updated from the nineteenth to the twenty-first century.

Suwannee Riverkeeper John S. Quarterman wrote about her book, “It is even more thorough than previous editions, with some new put-ins added (even Banks Lake!), and others no longer accessible deleted. Working with Suzanne on the WWALS rivers was a pleasure, and the WWALS water trail maps and other materials also improved because of it, adding some new-to-us landings and improving descriptions. The book contains pithy yet informative narrative and very usable summary maps, plus admirable recommendations of each river.”

Rick Davis, Madison County Commissioner District 5, will speak about fecal contamination in the Withlacoochee River and nearby wells, and the task force he chairs of the dozen downstream Florida counties. Back in 2020, after Valdosta’s huge sewage spills, he chaired that task force, which was instrumental in getting a Consent Order on Valdosta from the Georgia Environmental Protection Division. Although Valdosta has made great strides towards fixing its antiquated sewage infrastructure, and has floated $67 million in municipal bonds for further water and sewer projects, it still has spills, and the dozen downstream Florida counties are once again watching.

WWALS Board Member Scotti Jay said, “We like to paddle the rivers, and nobody wants to drink, paddle in, or eat fish out of contaminated water.”
