Please deny commercial rezoning in agricultural area –WWALS to Lowndes County Commission 2023-01-23

To: Lowndes County Commission and Staff

Re: REZ-2022-20 for a Dollar General, GA 122 @ Skipper Bridge Road

Please deny the proposed rezoning at GA 122 and Skipper Bridge Road from Estate Agriculture to Crossroads Commercial.

We don’t need more clearcutting, impervious surface, petroleum runoff, and trash, uphill from the Withlacoochee River, setting a precedent for further sprawl into a forestry and agricultural area, costing the county money, and everybody downstream as well.

This rezoning decision affects the entire county and everybody downstream all the way into Florida, for drinking water, flood prevention, wildlife, river water quality, and quality of life. Continue reading

Withdrawn but will return: subdivision in aquifer recharge zone near Little River, Lowndes County, GA @ LCC 2021-12-14

Update 2022-02-02: Sprawl in an aquifer recharge zone back on the Lowndes County Commission agenda 2022-02-08.

Update 2022-01-09: Cancelled: Lowndes County Commission Meetings 2022-01-10, so expect expect the contentious Miller Bridge Road subdivision that was withdrawn last time to be back with larger lot sizes at the January 24 and 25 Commission meetings.

The subdivision WWALS E.D. Gretchen Quarterman spoke against at the November Planning Commission meeting was withdrawn before the December Lowndes County Commission meeting.

But the withdrawal letter said they would be back with a new plan by January 5th. The subject property near the Little River is still in an aquifer recharge zone, and far outside any appropriate Character Area in the Comprehensive Plan. Continue reading

We do not need endanger the aquifer recharge zone with a subdivision. –Gretchen Quarterman for WWALS @ GLPC 2021-11-29

Update 2022-01-02: Withdrawn but will return: subdivision in aquifer recharge zone near Little River, Lowndes County, GA @ LCC 2021-12-14

When the Greater Lowndes Planning Commission (GLPC) held a Public Hearing Monday for a rezoning for a subdivision in an aquifer recharge zone, WWALS Executive Director Gretchen Quarterman spoke against it. Three hundred other people opposed the rezoning. The Planning Commission unanimously voted to recommend denying it.

But GLPC does not decide: the Lowndes County Commission will do that on December 14, 2021. And the County Commissioners can, if they choose, change the lot size or approve the rezoning as proposed.

This is what to watch for on that upcoming agenda: REZ-2021-28 Windy Hill S/D, 7532 Miller Bridge Rd., 0010 022, 34 ac., Community well & septic, EA to R1.

River gauges, Comprehensive Plan, Planning Commission: Three Lowndes County Meetings 2021-10-25

In Lowndes County, Georgia, three meetings today and tomorrow affect water, including the Little and Withlacoochee Rivers, upstream from Florida:

That’s right: two of the meetings are at the same time today, and two of the meetings have no agendas posted. What we know so far is below. For detailed updates of these Lowndes County meetings, follow Lowndes Area Knowledge Exchange (LAKE):
http://www.l-a-k-e.org

If there are especially interesting water developments, I will also post here for WWALS.

Comprehensive Plan Update

5:30 PM Tuesday 2021-10-26: No agenda posted for Public Hearing to Review and Transmit the 2021 Comprehensive Plan Update by Lowndes County Commission

Address: 327 N. Ashley Street, 2nd Floor Commission Chamber, Valdosta, GA 31601

This is the meeting that could have the most effect on water. No agenda is posted, and no updates to the Lowndes County Character Area map since the one shown here, which was prepared for a September 28th meeting.

We’ll find out at 5:30 PM this Tuesday whether the Character Area Map for Lowndes County will change. Two sources tell me that it won’t for this update of the Lowndes County Comprehensive Plan, except for some tinkery fixes not in the northwest part of the county.

But many of us thought Continue reading

Charlton County, GA, Workshop, Comprehensive Plan 2019-08-27

There was a surprising amount of consensus on things that needed to be added to the Charlton County Comprehensive Plan, at the first Workshop conducted by Southern Georgia Regional Commission (SGRC).

[Clockwise from left: Ouida Johnson, Homeland Mayor; Pender Lloyd, Folkston City Manager; Hampton Raulerson, Charlton County Administrator; Elizabeth Backe, SGRC; Laura Early, Satilla Riverkeeper; John S. Quarterman (hat), Suwannee Riverkeeper; Blair Nixon, Homeland City Council Post 4.]

I’ll leave it to SGRC’s Elizabeth Backe to summarize that meeting. For now, suffice it to say that I think I did get them to mention the Suwannee River in many places where it previously was not, and I think also water trails and Suwannee Riverkeeper.

The next Charlton County Comprehensive Plan Update Workshop will be:

When: 2-4 PM, Tuesday, September 17, 2019

Where: Charlton County Administrative Offices, 68 Kingsland Dr. Suite B, Folkston, GA.

What: “We will be discussing the Policies and Community Work Program and Report of Accomplishments sections (5 and 6) of the Comprehensive Plan. If you are not able to attend this workshop, please feel free to send me any suggestions or comments by email.” –Elizabeth Backe, ebacke@sgrc.us

At the first Workshop, Ms. Backe used an initial discussion on Strengths, Weaknesses, Opportunities, and Threats (SWOT) to motivate the detailed walk-through of part of the planning document. Continue reading

Brooks County landowners challenge NextEra solar exception 2019-08-29

Clearcutting of upland forests, due process failures at the public hearing, spot zoning, violations of local ordinances, and failure to adhere to the Brooks County’s own Comprehensive Plan are among the grounds on which landowners are going to sue to overturn the Commission’s unanimous decision at the beginning of August to approve a Special Exception for NextEra Energy of Juno Beach, Florida, to build a 150 megawatt solar farm on wooded wetlands.

Veto SB 7103 that would limit Florida local planning, urge 44 groups 2019-05-29

The Florida Governor should veto SB 7103, which would require local citizens to be stuck with big developers’ attorney bills, greatly limiting citizens’ ability to steer local comprehensive planning. This problem goes far beyond the Everglades, even though that’s the main subject of a letter WWALS co-signed, among 44 organizations. Governor DeSantis did not look much like Teddy Roosevelt when he signed the toll road boondoggle bill, but maybe he will veto this other egregious bill.
