Permit application, pellet mill, Spectrum Energy Georgia, Adel, GA 2021-10-22

Eric Cornwell of GA-EPD says “they have yet to submit the toxic impact assessment modeling demonstration. If you are familiar with Adel, the proposed plant site is the former SierraPine engineered wood plant (I think that old plant used to make particleboard or MDF )”. Thanks to Eric for a speedy response to my open records request about this wood pellet plant proposed by Spectrum Energy Georgia LLC on a site owned by Green Tree Biomass LLC.

Why would WWALS, a water organization be concerned about an air quality permit application? Well, this plant sits on the divide between the Little and Withlacoochee River Basins, between Morrison Creek of the Little River and Bear Creek of the Withlacoochee River. Biomass plant air quality permit application, Adel, Cook County, GA 2021-10-20

Not the same company or location as Renewable Biomass: another proposed pellet plant in Cook County, Georgia.

In yesterday’s routine weekly GA-EPD public advisory of air quality permit applications were two in the Suwannee River Basin: one probably a good idea, the other not so good.

The OK one is by Packaging Corporation of America (PCA) of Clyattville for “Replacement of the tall oil reactor.” Proactive maintenance sounds like a good idea.

The bad one is an application for “The construction and operation of a new pellet mill.” The advisory doesn’t say what kind of pellet mill, but the application is by “Spectrum Energy Georgia, LLC”, so it sure sounds like another wood pellet plant for export to Europe to burn south Georgia trees.

I have sent GA-EPD a request for the complete permit application.

The address given in the advisory for the pellet plant is “801 Cook Street, Adel, 31620”. The Cook County Tax Assessors map doesn’t know that address, but the only thing located on Cook Street is four parcels owned by Green Tree Biomass LLC.

Fun race or paddle for the whole family: the Ninth Annual BIG Little River Paddle Race

Adel, Georgia, March 22, 2021 — You could win in any of a dozen categories, or up to $300 if you beat the previous winning record time. But you are not required to race: it’s a nice spring paddle anyway! On Saturday, April 24, 2021, in Reed Bingham State Park, between Adel and Moultrie, Georgia, it’s the ninth annual BIG Little River Paddle Race. There will be lunch and a kayak raffle. You can just paddle along this scenic three-mile stretch of tea-colored river on the Withlacoochee and Little River Water Trail among cypress trees, turtles, birds, and yes, alligators. (Don’t pet the alligators and they aren’t likely to bother you.) This race also has fierce competitors, with one past winner finishing in barely more than half an hour.

BLRPR mastermind Bret Wagenhorst, an eye doctor in Tifton, GA, and a charter board member of WWALS Watershed Coalition, Inc. (WWALS), said, “After having to cancel last year’s event due to the Covid-19 pandemic, we found a way this year, with staggered heats and limited boats, to try to keep the event within Covid guidelines for outdoor activities. This is a great opportunity to learn about the joys of paddling canoes and kayaks, to see the natural beauty of our region’s blackwater rivers, and to have fun while getting some outdoor exercise with family and friends.”

There are several categories in which you could win, from fastest paddler, one and two person canoe (male and female), solo or tandem kayak (male and female), youngest paddler, oldest paddler, paddler from furthest away, and slowest paddler.

Dianne Walters, president of Friends of Reed Bingham State Park (FORB), said, “This is a great community event, with volunteers from all around helping paddlers from everywhere.”

Still clean Withlacoochee River 2020-12-12

Update 2020-12-19: Bad Knights Ferry Thursday, Withlacoochee River 2020-12-17.

Update 2020-12-15: Big sewage spill, Quitman, GA, also bad downstream previous week, Withlacoochee River 2020-12-09.

As near as we can tell, the Withlacoochee River was still clean this weekend. With very little rain, it will probably stay that way for awhile.

Clean downstream, Withlacoochee River 2020-12-10; odd Gibson Park, Suwannee River 2020-12-05

Update 2020-12-14: Still clean Withlacoochee River 2020-12-12.

Despite Adel’s Monday spill and a Valdosta water main burst Wednesday, all Withlacoochee River water quality results through Thursday are clean. Happy boating, swimming, and fishing this weekend! Of course, there could be rain and something washed in then, but none is currently predicted. All the WWALS “beaches” are green on Swim Guide.

We did get an odd result at Gibson Park on the Suwannee River last Saturday, though.

Adel spill, 9,000 gallons, W. 9th St. @ Joy St., into Morrison Creek, Little River 2020-12-07

Adel spilled 9,000 gallons of raw sewage Monday, from its sewage collection system, due to equipment failure. Although downstream from that sewage is the Little River between Cook County Boat Ramp and Folsom Bridge Landing, apparently it had little or no effect on the Withlacoochee River.

Victory on Georgia Constitutional Amendment 1, and more voting for clean water

Voters in every county in Georgia approved Amendment 1, to dedicate state fees and taxes to their stated purposes. The statewide victory was 81.6%.

There is more work to do, to get the legislature to use this new law to stop taxes from being diverted to the general fund, so for example counties and cities can get more grants for tire amnesties. But now the mechanism is available.

That wasn’t the only good referendum news, and there is more voting for clean water to do.

The other good clean water news is that Amendment 2 passed with 74.5% Yes, also passing in every county. That’s HR 1023: people may petition for declaratory relief from certain acts of this state or certain local governments or officers or employees.

The sovereign immunity amendment stems from a 2014 Georgia Supreme Court decision that essentially granted the state blanket immunity from citizen lawsuits in a case brought by the Center for a Sustainable Coast. The group had filed suit alleging the state Department of Natural Resources was illegally allowing alterations to private property in fragile coastal wetland areas protected by state law.

So that’s two victories for clean water by the people of the state of Georgia.

More voting for clean water to do

As everyone probably knows, there are Georgia runoff elections on January 5, 2021, with the usual early voting and absentee ballots. Both Georgia U.S. Senate seats are in the runoff.

A Public Service Commission runoff that was scheduled earlier will also be on January 5, 2021. WWALS has long advocated for GA-PSC to make responsible decisions on power plants and pipelines that affect all our waters, from water levels to coal ash to mercury.

Videos: Vote on wood pellet farm –Adel City Council 2020-09-21

The Adel, Georgia, City Council passed the two ordinances for the wood pellet plant with no discussion, yet with some votes against, and protestors outside and inside, on September 21, 2020. There are still things you can do to stop this polluting project that would export our trees from throughout the Suwannee River Basin and beyond, to Europe to burn, producing yet more CO2.

Adel spilled ten days ago; did not show up in downstream water quality data 2020-10-10

Update 2020-10-23: Clean Withlacoochee River Thursday for WWALS Boomerang Saturday 2020-10-22.

Adel, Georgia, spilled 7,500 gallons of raw sewage from its West Ninth Street lift station ten days ago, according to GA-EPD’s Sewage Spills Report today.

The spill occured on Saturday, October 10, 2020. Apparently there were no detectable effects downstream at Valdosta and below, but we’d still prefer Adel not to spill raw sewage.

It’s about 34 waterway miles downstream to US 41 on the Withlacoochee River, which is the first place for which we have data. On the Monday two days after the spill, Valdosta did see elevated Fecal coliform at that North Valdosta Road location, but E. coli was within limits. Those US 41 readings were actually lower than for the Friday the day before the Adel spill. Same story farther downstream at GA 133 and US 84: lower Valdosta test results Monday than Friday.

Downstream from US 84, all results by Valdosta and Madison Health into Florida were good for Monday and the rest of that week. So apparently the Adel spill had no detectable effect downstream at Valdosta and farther. See the Continue reading →

Quitman, GA, April 2020 spill cause of contamination in Withlacoochee River? 2020-04-24

The recent Georgia spills are now in the WWALS composite spreadsheet of Georgia and Florida water quality data.

Other than the very large December 2019 Valdosta spill, none of the spills (except one) obviously correlate with high E. coli as tested.

Which one? The April 24, 2020, Quitman spill, which may have been seen four days later at Running Springs on the Suwannee River.
