Videos: Bradford Road @ Berrien County Planning Commission 2025-08-21

Here are WWALS videos of the hour in which several speakers brought up the lack of an Erosion and Sediment Control Plan and many other subjects at the Berrien County Planning Commission. This Public Hearing was about a proposal to put a ten-house subdivision on agricultural land on Bradford, Strawder, and Old Valdosta Roads.

Lisa Sumner spoke first, about that Plan, and last, specifically wanting to know why were we meeting, since county ordinances require the Plan to be submitted. After much discussion among Commission and Staff, they moved to adjourn. Before the vote, Della Gladieux asked if people would get to speak next month. Yes, they said, people who had not already spoken.

People who live in Berrien County can also call or write your Planning Commissioner or Berrien County Commissioner. Anyone can come to that next Planning Commission meeting, which will probably be September 18, since they seem to meet on the third Thursday of the month, at 201 North Davis Street, Nashville, GA 31639.

Lanier County Commission, Lakeland, Georgia 2025-08-11

I went to thank the Lanier County Commission for letting WWALS use the boats at Banks Lake Outdoors in our Full Moon Paddles. WWALS Outings Committee Co-Chairs Kim Tanner and Janet Martin are getting good use out of those boats.

Bradford Road Rezoning in Berrien County, GA, Land Development Districts 2025-08-21

Update 2025-08-22: WTXL TV: Berrien County subdivision delayed as soil permit question stalls planning commission 2025-08-21.

Thanks to Berrien County, Georgia, Zoning Administrator Teresa Willis for calling to discuss the proposed rezoning on Bradford Road.

She noted the current zoning is in the last map in the packet she previously sent:

Zoom in and look for the letters AU in black on the dark blue background. The entire area is zoned AU, which is for agricultural use.

She does not know what the proposed rezoning is, since the applicant has not sent further materials, and it is possible he may not do so until the day of the Planning Commission Public Hearing.

She said the housing subdivision he proposes does not necessarily require a rezoning. However, as I pointed out in the previous post, that would not really fit with the Comprehensive Plan.

She also sent an extract from the Berrien County Land Development Code with all the zoning district names. Continue reading

It’s not clear how nine or more house lots of about 2.25 acres fit the Berrien County Comprehensive Plan Strategy for an Agriculture Character Area: “Preserve the rural/agricultural character of these areas by maintaining very low-density residential development primarily accessory to farm operations and large lot sizes.”

The Planning Commission Public Hearing is August 21, and the County Commission Public Hearing is September 2, both at 201 North Davis Street, Nashville, GA 31639.

A previous Public Hearing was mysteriously cancelled.

Yet we hear the developer had already commenced laying out lots. If that is true, it seems odd, to say the least.

Speaking of which, what is the proposed rezoning? I thank Bradford County staff for sending the board packet in response to a WWALS Open Records request. But I don’t see in it any indication of what the proposed rezoning is. Nothing in the board packet says what is the proposed action.

I also do not see a zoning map, nor a future zoning map for after rezoning. And there is no zoning map on the Berrien County Commission website that I can find.

Rivers, creeks, and Alapaha River Water Trail in Echols County Comprehensive Plan Update 2024-01-25

The state-required five-year update process for the Echols County Comprehensive Plan has started, with a kick-off meeting December 5, 2024.

The first Workshop appears likely to be January 25, 2025, most likely in Statenville.

Meanwhile, WWALS has been doing its part since the last update, adopted July 9, 2020.

We thank the Echols County Commission for their Okefenokee Resolution to help protect the Suwannee River from strip mining near the Okefenokee Swamp.

We have paddled on the Suwannee River, including Fargo to campsite, Suwannee River 2022-03-05 and State Line to Turner Bridge, Suwannee River 2022-03-06.

We have formalized a Suwannee River Water Trail (SRWT).

We have suggested to Echols County a boat ramp on the Suwannee River. As far as we know, the county is pursuing that opportunity with the landowner and the GA-DNR.

WWALS convinced GA-EPD to redesignate all of the Alapaha River in Echols County from Fishing to Recreational, meanwhile stricter levels of permitted contamination.

WWALS has designed, printed, and planted at-water signs and road signs for the Alapaha River Water Trail (ARWT). Continue reading

Jobs and Comprehensive Plans at NCFRPC 2024-07-25

I don’t see anything in the agenda about the Middle and Lower Suwannee River and Withlacoochee River Task Force that the NCFRPC reactivated in May after Valdosta’s April sewage spills. Maybe they are meeting separately and have nothing to report yet.

Also, in the statewide metrics of https://thefloridascorecard.org/ I don’t see anything about water: not drinking water, river water, springs, levels, flows, E. coli, nitrates, cyanobacteria, nothing.

But on the agenda are several county Comprehensive Plan updates, so those could be interesting.

Videos: Quarterman Road rezoning unanimously denied @ LCC 2023-09-12

Update 2023-09-26: Curious omissions from the minutes; see Packet: Golf carts, mental health, wetland credits, regional transit, Lift Station and Fire Station Access Roads, 2 TIA Road Bids @ LCC 2023-09-25.

The Lowndes County Commission unanimously denied the inappropriate 2.5-acre rezoning proposed on minimum 5-acre and predominantly agriculture, forestry, and conservation Quarterman Road, after five local residents spoke against and nobody for.

Thanks to all who signed the petition against that rexoning, who called or wrote County Commissioners, who spoke in the Planning Commission or County Commission meetings, and thanks to the County Commisisoners for denying the rezoning.

Among the five who spoke at the County Commission were Gretchen Quarterman (who also took the videos for Lowndes Area Knowledge Exchange (LAKE)) and Suwannee Riverkeeper John S. Quarterman (details on both are below). He made sure the Commissioners had a copy of the WWALS letter that had mysteriously been left out of the board packet; thanks to WWALS President Sara Jay Jones for signing that letter.

This denial comes after two previous denials, both also in an Agriculture/Forestry/Conservation Character Area, both also provoking many petition signatures and speakers in opposition, including WWALS.

Maybe developers will get the picture that development is not appropriate in such a Character Area, especially when wetlands and waterways are affected.

County Planner

It is interesting the extent to which a development mindset can color a presentation by a County Planner. I was just going to mention one example of that, but as I listened to the LAKE video of his presentation, I kept noticing more examples. Continue reading

Beyond cleanups: trash traps, ordinances, business permits, reusable substitutes, bottle deposits, and single-use packaging bans 2023-02-05

Every Waterkeeper and many local and even state governments brag about trash cleanups. Cleanups need to be done, but actually they are the least effective way to deal with trash. They do not stop trash; they just remove it once it blows off roads or parking lots or floats downstream.

So let’s look up, to see more effective solutions.

Here WWALS has adapted an industry-standard waste management hierarchy diagram. We’ve gone farther than just cleaning up, containing, or even reusing the trash. Our diagram goes all the way up to stopping it being produced.

Re: REZ-2022-20 for a Dollar General, GA 122 @ Skipper Bridge Road

Please deny the proposed rezoning at GA 122 and Skipper Bridge Road from Estate Agriculture to Crossroads Commercial.

We don’t need more clearcutting, impervious surface, petroleum runoff, and trash, uphill from the Withlacoochee River, setting a precedent for further sprawl into a forestry and agricultural area, costing the county money, and everybody downstream as well.

This rezoning decision affects the entire county and everybody downstream all the way into Florida, for drinking water, flood prevention, wildlife, river water quality, and quality of life. Continue reading
