Tour of Valdosta wastewater treatment plants 2018-10-03

WWALS will tour Valdosta’s Wastewater Treatment Plants (WTPs). Thanks to Scott Fowler and Director Darryl Muse for the longstanding invitation. WWALS invites you to come, from both Georgia and Florida, especially people downstream on the Withlacoochee, Alapaha, or Suwannee Rivers.

Valdosta's Mud Creek WTP

Where: We will go to the Withlacoochee WTP next to the Withlacoochee River, and the Mud Creek WTP on Knights Creek, upstream from Mud Creek, the Alapahoochee River, and the Alapaha River. We may go to other points such as force mains or lift stations. If we have time we will also tour Valdosta’s drinking water treatment plant.

Duration: Probably several hours, but should be done by noon.

Free: There is no charge. This tour is primarily for WWALS members, but we won’t turn away anybody else and I doubt Valdosta will, either. We do recommend you join WWALS today.

Followup water quality data after big Valdosta 2018 spills 2018-09-21

Here is (at least some of) the water quality testing data Valdosta was required to collect after its major spills of June in the Withlacoochee River basin and August in the Alapaha River basin. Maybe Valdosta is right that neither of these spills got into waterways, but something sure did, according to this data. Curiously, in both cases the worst fecal coliform readings were upstream from the spill location.

There’s only one datapoint (the yellow dot) on that graph below the Georgia safe limit for fecal coliform of 200 colony forming units per 100 milliliters of water (cfu/100 ml). You’d think it would be better upstream, right? Continue reading

Big Georgia Wastewater Permits in the Suwannee River Basin

Update 2021-03-18: Plus Moody Air Force Base.

Update 2021-03-17: Now with Ray City added 2021-03-15 and Lakeland added 2021-03-17.

Schedules of testing, with permissable levels: these are in National Pollutant Discharge Elimination System (NPDES) wastewater permits, so we need to see those permits. You’d think they’d be on the EPA or GA-EPD website, but….

The U.S. EPA has delegated NPDES permitting to Georgia. You can get draft wastewater permits right off the GA-EPD website, but to get the actual current approved permits, you must get GA-EPD to send them to you. I found this out from Audra Dickson, Wastewater Regulatory Program Manager. I asked her for permits for half a dozen cities and one county, and the next day Alyssa Thomson, Environmental Specialist, Wastewater Regulatory Program, Municipal Permitting Unit, sent them via email.

Valdosta Consent Order from GA EPD 2013-09-23

Update 2020-04-15: See much longer and more recent version of the Consent Order, in Valdosta Sewer System Standard Operating Procedures 2020-03-05.

Due to tens of millions of dollars spent by Valdosta, we don’t see spills of tens of millions of gallons anymore. The most obvious Valdosta Sanitary System Improvement is the new, uphill, out of the flood plain, Withlacoochee Wasterwater Treatment Plant, pictured here on Scott Fowler’s office wall at Valdosta Utilities:

The old, now-closed, Withlacoochee WTP was the plant that had the biggest problems back in 2009 and 2013. As found on the City of Valdosta website, the 23 September 2013 Valdosta Consent Order from the Georgia Environmental Protection Division is now also on WWALS website, including I made a web version, from which I extracted the paragraphs quoted below.

Water issues at Valdosta City Council 2017-03-09

A rare agenda with nothing about water on it does have this, “6. Citizens to be Heard”, which people from anywhere can use to talk about water issues such as sewage and its effects on the Withlacoochee, Alapaha, and Suwannee Rivers all the way to the Gulf, coal ash from TVA and Florida, PCBs, and Superfund wastewater in the landfill in Lowndes County, which is a quarter mile upstream from the Withlacoochee River and in a recharge zone for the Floridan Aquifer.

Only Valdosta and Tifton spilled sewage in Georgia in Suwannee River Basin in January 2017

GA-EPD’s Atlanta office sent their entire sewage spill database for January 2017 in response to an open records request from WWALS. For the Suwannee River Basin, I see only the known ones by Valdosta, plus a spill from Moultrie’s Carlton Woods Lift Station into the Ocholockonee River, with 36000 gallons, which matches the amount we got directly from Moultrie. That Ochlockonee spill is still not in the Suwannee River Basin.

The Georgia Environmental Protection Division (GA-EPD) Southwest office in Albany handles the other sewage treatment operations in the Suwannee River Basin in Georgia, and that Albany office already told us by telephone that they had no reported spills other than the Tifton spill into the New River which I had gotten directly from Tifton. So I think we can conclude there were no other sewage spills into the Suwannee River Basin in Georgia in January 2017 other than the ones from Valdosta and Tifton.

Interestingly, Valdosta with its 2.2 million gallon Withlacoochee Wastewater Treatment Plant (WWTP) leak (and three manhole spills) was not the winner. Continue reading

Small Valdosta sewer spills after big rains 2017-01-23

Update 2017-01-25: And also a spill at the WWTP.

Nobody likes sewer spills, but no, these are not the same as before Valdosta’s recent wastewater system improvements: Document-0001 nothing this time came from the Withlacoochee Wastewater Treatment Plant, and the amounts were small compared to previous years (10-62%) and in far fewer locations.

That didn’t stop WTXL from using this title: Amber Lewis, WTXL, 24 January 2017, Major Sewage Spill Reported in Valdosta,

The City of Valdosta has reported that a large amount of untreated sewage has spilled in the area.

Yet more Valdosta wastewater spills

Maybe soon this February baker’s dozen of wastewater spills will be a thing of the past, but for now it’s deja vu similar to but worse than last February.

Sub-basins Areas, in Section 2 Methodology, by City of Valdosta, for WWALS.net, 14 January 2011 It looks like Valdosta has updated, as repeatedly asked, its schedule for wastewater project completion, with the force main project now aimed at July 2016 and relocation of the Withlacoochee WasteWater Treatment Plant (WWTP) for August 2017. Those schedule changes are mentioned in the most recent Valdosta News. It does not, however, say which watersheds the various spills affect. I have added * for Alapaha River watershed and ** for Withlacoochee River watershed. It’s not that hard, and Valdosta has a water management plan that spells this all out, with maps. One Mile Branch** and Two Mile Branch** flow into Sugar Creek**, which goes into the Withlacoochee River**. Knights Creek* goes into Mud Creek* which goes into the Alapahoochee* River and then the Alapaha River*, eventually joining the Suwannee River in Florida, as does the Withlacoochee. How many Valdosta overflows into Knights Creek and the Alapaha River watershed?

And how many into Dukes Bay Canal, which also flows into Mud Creek, to the Alapahoochee River, to the Alapaha River, to the Suwannee River, to the Gulf? It’s great the Valdosta City Council Thursday will consider more fixes to wastewater problems in the Withlacoochee River watershed. But what is Valdosta doing about problems in the Alapaha River watershed?

The three Valdosta overflows into the Alapaha River watershed in February 2015 weren’t the first. How many others have there been?
