WFNF not done yet –Florida Alligator 2026-06-14

More on how WFNF is not done yet, including that contributing projects are still going.

Cost is one of many reasons for the massive public opposition to Water First North Florida (WFNF), the plan to pipe treated wastewater from Jacksonville into the Suwannee River Basin.

The WFNF cost estimate was $1 billion in July 2025, but had ballooned to $1.1 billion by February 2026. That’s 10% inflation in six months.

Even that higher estimate expressly does not include the cost of the pipeline or eminent domain, not to mention likely lawsuits.

Another reason is that few people trust JEA to clean up the wastewater or to keep the pipeline system working without failures.

Another is that nobody got to vote on WFNF except the unelected boards of JEA and the St. Johns and Suwannee River Water Management Districts (SJRWMD and SRWMD).

How WFNF was chosen and desalination was rejected –SRWMD 2025-01-01

This document appears to show the process by which SRWMD, SJRWMD, FDEP, JEA, and three other water utilities decided on Water First North Florida (WFNF), their plan to pipe treated wastewater from Jacksonville into the Suwannee River Basin.

How WFNF was chosen and desalination was rejected, SRWMD, SJRWD, JEA, FDEP, et al., January 2025

Notably missing from the options that were considered is wells at wetlands below planted pine plantations, as proposed by Dennis J. Price, PG, back in 2016. No reason is given for why.

Page 34 has a summary of why desalination was rejected:

Desalination (for comparative reference- not recommended for further study): Several desalination alternatives were considered in the evaluation. Desalination at Coquina would desalinate ocean water from the east coast in the Jacksonville area and pump it to the conceptual recharge area. Desalination at the Gulf Coast would desalinate water from a location on the west coast and pump it to the recharge area. The Pumping Replacement alternative would desalinate saltwater from the Jacksonville area and replace groundwater as a water supply for all four participating utilities. The desalination alternatives are not recommended for further evaluation because of:
1) High capital and operation and maintenance cost, partly due to the treatment process itself, and partly due to the high cost of brine disposal,
2) Managing brine disposal incurs significant technical and regulatory challenges,
3) Replacement of all four participating utility groundwater pumping with desalinated seawater would not meet the full MFL requirements, and
4) Ocean desalination does not address the requirements of Senate Bill 64 to put reclaimed water to beneficial use.

Why can’t the JEA Buckman Wastewater Treatment Plant send its outflow into the St. Johns River, many people have asked?

Well, it does now.

But according to Florida Senate Bill 64 of 2021, JEA has to stop doing that less than 11 years from now, in 2032.

Wait, isn’t that about the goal for operation of the Water First North Florida (WFNF) pipeline for JEA Buckman outflow into wetlands in the Suwannee River Basin?

FL SB 64: Reclaimed Water, nonbeneficial surface water discharge, JEA Buckman Wastewater Plant, and WFNF 2025-2032

Here’s the purpose of SB 64:

403.064 Reuse of reclaimed water.
(17) By November 1, 2021, domestic wastewater utilities that dispose of effluent, reclaimed water, or reuse water by surface water discharge shall submit to the department for review and approval a plan for eliminating nonbeneficial surface water discharge by January 1, 2032, subject to the requirements of this section.

We have found that the JEA Buckman plant is nowhere near meeting potable reuse standards, what with an FDEP Consent Order on it right now for exceeding numerous outflow limits.

Nutrien water withdrawals approved –SRWMD 2025-09-09

After SRWMD Chair Virginia Johns took the oath of office due to being reappointed, the Board at its September 9, 2025, meeting approved the agenda unchanged and then approved the Consent Agenda with the Nutrien White Springs phosphate mine water use permit still in there, for withdrawal of up to 64.1621 million gallons per day (MGD) of groundwater.

Plus, “The executive director may authorize the use of groundwater for back-up mining/dewatering use in excess of 11.0000 mgd in emergency circumstances.”

For comparison, the City of Gainesville is permitted 30.0 mgd by SJRWMD.

This strip mine water use permit was approved despite the fish kill WWALS notified SRWMD of and despite frequent violations of the Clean Water Act and the Resource Conservation and Recovery Act (RCRA).

Nutrien water withdrawals approved, Consent Agenda unchanged, Letters from WWALS and OSFR ignored –SRWMD 2025-09-09

I wonder if the Suwannee River Water Management District (SRWMD) Board or Staff looked at EPA ECHO, which shows Clean Water Act (CWA) Violations Identified in 5 of 12 quarters and 1 Significant Noncompliance, as well as Significant Noncompliance in all 12 quarters of the Resource Conservation and Recovery Act (RCRA). It’s true that these EPA ECHO quarters do not seem to include 2025, but such previous results are troubling. This is for PCS PHOSPHATE WHITE SPRINGS, 15843 SE 78TH PL, WHITE SPRINGS, FL 32096, which is the permit holder for NPDES permit FL0000655, which is cited in the SRWMD Board packet on page BCS 66: Continue reading →

SRWMD & SJRWMD aquifer recharge project update @ SRWMD 2025-07-08

Update 2025-08-31: SRWMD purchased Rayonier tract with mineral rights leased to Chemours for TiO2 mining –SRWMD to Carol Mosley 2025-07-11.

A billion dollars to run Jacksonville and JEA treated wastewater through wetlands in the Suwannee River Basin and into the Floridan Aquifer: this proposal was presented to the SRWMD Board this month.

Nevermind that sewage effluent carries PFAS forever chemicals into wetlands. After contaminating all the wetland wildlife, PFAS would continue into the Florida Aquifer, from which we all drink.

A SRWMD Board member pointed out that desalination of seawater would cost less. Another pointed out that Jacksonville would just suck the water back out of the aquifer. More on board comments below.

Instead, how about Jacksonville and JEA treat their effluent to drinking water standards and reuse it for themselves? The money they save from pumping it to any of those recharge areas would be enormous. That would use less groundwater, so there would be less need for recharge.

The purpose of the meeting is to conclude the peer review process for the Upper and Middle Suwannee River Minimum Flows and Levels (MFLs). This meeting will allow for the peer reviewers to discuss any revisions to the final draft of the peer review consensus report for these MFLs. Following their discussion, the reviewers will vote to approve the peer review consensus report. These MFLs are specifically for the Upper and Middle Suwannee River segments. The District will continue to work on the MFLs for priority springs along the river based on the District’s MFL priority list schedule.

This meeting is not listed on the District’s corresponding web page. And it is not listed in the calendar the meeting notice refers to.

The notice apparently is only posted as Notice: 27066509 in the Florida Administrative Code & Florida Administrative Register.

Ditto for the series of followon WebBoard meetings.

Videos: Upper and Middle Suwannee River MFL Peer Review Meeting 2023-03-15

Update 2023-04-26: Upper and Middle Suwannee River MFL webinar and followon WebBoard meetings 2023-05-02.

SRWMD considered everything from water levels needed for paddling and other boating, to fish passage depths, to Gulf Sturgeon spawning depth. The sturgeon won, with the least allowable flow reduction at the median. This was for all of the reference gauges for both stretches of the river. Which means Gulf Sturgeon determine the minimum flow levels and depths for both the Upper and Middle Suwannee River. The draft MFLs are already in the report.

Reviewers, MFL, Public Comment 2022-03-15

As one of the three speakers in the Public Comment agenda item, I got surprising agreement on two points. I said that while limiting water withdrawals might not be within the scope of this process, nonetheless the sensitivity map for the Suwannee River at Ellaville indicated that this process could study what would happen with various potential water withdrawals in various locations. And this process could study the effects of different aquifer replenishment methods. Continue reading →
