Wastewater professional Joe Squitieri pointed out that 2032 may not be the real deadline for wastewater outflows to stop going into rivers according to FL SB 64.

Extensions could be granted until 2039, or maybe even 2044. So JEA could keep outflowing into the St. Johns River after 2032.

He also reminded us that the JEA Buckman wastewater plant is under a Florida Consent Order for exceeding a range of contaminant limits.

Plus, even when that plant is in compliance, it produces quite a bit of nitrates and other contaminants. It failed a test that involves putting fish in the outflow: none of them survived, he said. Then there are PFAS forever chemicals and pharmaceuticals.

“They really don’t know what they’re doing,” he said.

He recommended if they can clean it up enough, they should turn their wastewater into potable reuse.

Thanks to all who participated, this webinar turned into a 45-minute online town hall, after the the two-minute introduction by WWALS Treasurer Sara Squires Jones and the 32-minute slide presentation by Suwannee Riverkeeper John S. Quarterman.

Many questions were asked about s the plan by the Suwannee River Water Management District (SRWMD) and the St. Johns River Water Management District (SJRWMD) to pipe output from the JEA Buckman wastewater treatment plant into wetlands in the Suwannee River Basin, to recharge springs and rivers.

We now know much more about why JEA wants to do this, especially thanks to Joe Squitieri, Rick Lanese, and Hailey Hall.

SJRWMD hired a consultant to plan piping treated Jacksonville wastewater into the Suwannee River Basin (Water First North Florida) 2025-11-12

The St Johns River Water Management District (SJRWMD) hired a consultant in November to solidify the plan to pipe Jacksonville treated wastewater to recharge springs on the Santa Fe and Ichetucknee Rivers in the Suwannee River Basin.

Their documents show that Jacksonville uses about as much water as all of agriculture in the Suwannee River Basin.

How about Jacksonville get a grip on its water usage?

Wouldn’t that be better than having JAX upstream from the Suwannee River Basin?

The trail from SRWMD’s lack of knowledge of the locations for this project led to SJRWMD’s board minutes.

There is still an opportunity to change course (see below about the SJRWMD November 12, 2025, board packet):

Projects identified in the Strategy do not become permit conditions by virtue of their inclusion in an approved Strategy. The projects described in this Strategy, or alternative projects that the Districts concur will provide an equivalent benefit, may be developed and incorporated as conditions on water use or consumptive use permits (WUP or CUP) through the permitting process and shall be updated with each approval of the NFRWSP.

That’s good, because the projects SJRWMD considered apparently did not include limiting water withdrawals or Dennis Price’s proposal to drill wells at the bottom of planted pine ditches.

They apparently did not include anything about limiting water withdrawals, not even by Jacksonville, which uses about as much water as Suwannee Basin agriculture.

SJRWMD (and SRWMD as junior partner) appear to only be considering massive pipe engineering projects.

And I see nothing in these SJRWMD documents about how they plan to get rid of toxic chemicals that are not normally removed by wastewater treatement, such as PFAS, pharmaceuticals, and artificial sweeteners.

The SJRWMD Board in November 2025 authorized “a contract not-to-exceed $2,170,000 with the Jacobs Engineering Group Inc.” to do an initial design. Continue reading →

Do you think a billion dollars to pipe treated wastewater from Jacksonville into the Suwannee Basin is a bad idea?

If so, please ask your statehouse delegation and Water Management District Board to explain why limiting water withdrawals would not be a better idea, or to stop this project.

Everybody is downstream from somebody else. But we don’t need the Suwannee River Basin to be downstream from Jacksonville. Sure, we’re poorer than Jacksonville, but we’re not their sacrifice zone.

Two Water Management Districts say this Water First North Florida project would replenish levels and flows in the Lower Santa Fe and Ichetucknee Rivers, including the Ichetucknee Headspring, by sending water into the Upper Floridan Aquifer through wetlands.

How can this expensive and risky project be the best way to conserve levels and flows in these Outstanding Florida Waters, which are supposed to be worthy of special protection because of their natural attributes?

How can risking the source of our drinking water be a good idea?

Also ask SRWMD to hold a Public Hearing explaining why this project is better and safer than limiting water withdrawals.

Let’s see the Environmental Impact Statement (EIS). Including evidence about how much JEA’s Buckman Wastewater Treatment Facility actually removes PFAS forever chemicals, drugs, and artificial sweeteners. Plus single points of failure such as sole-source contractors.

Environmental groups urge GA-EPD to finalize forever chemical limits at least as stringent as 2024 federal limits 2025-12-17

We urge GA-EPD to set real limits on forever chemicals:

In sum, why should Georgia residents be left with no choice but to drink contaminated water just because their drinking water did not have the “correct” type of PFAS contamination? We don’t believe they should. Accordingly, we urge EPD to promulgate MCLs for all six of the federally regulated PFAS compounds that are at least as stringent as the April 10, 2024 federal regulations.

Need more river testing and more types of testing 2025-09-13

Update 2025-09-17: Clean Santa Fe River 2025-09-10, Filthy Sugar Creek, Dirty upstream Withlacoochee River 2025-09-11.

E. coli is the canary in the coal mine for other contaminants in waterways.

For years WWALS has been asking the state of Florida to test frequently in many places on all rivers, to very little response FDEP did do some testing for chemical and biological tracers, including DNA tests, after Valdosta’s huge December 2019 spill, but that petered out. While FDEP was doing that, those results helped identify another source of contamination that was not Valdosta.

WWALS did test the Withlacoochee River for PFAS forever chemicals and round some, although much less than many other rivers, and no higher below the outfall of Valdosta’s Withlacoochee Wastewater Treatment Plant or PCA’s package plant.

FDEP continued with quarterly tests for a while, and put at least its fecal bacteria results online. But it stopped doing that last year.

The 2020 GA-EPD Consent Order on Valdosta required bacterial testing of the Withlacoochee River over 40 river miles three times a week, for four years. Once those four years were up, Valdosta dropped back to two locaitons once a week.

USGS ceased financial support for nitrate and pH monitoring in eight Florida springs this year. It is not clear whether SRWMD picked up the slack.

Chemours to blame for flooding rural Santa Fe River Basin? –Grist 2025-09-04

What is overflowing in that floodwater from those five Chemours mines on Trail Ridge at the top of the Santa Fe River Basin?

“If I lived near Chemours, I’d be paranoid too,” said John Quarterman, who serves as the Suwannee Riverkeeper, a staff position for an organization of the same name that advocates for conservation of the numerous watersheds within the Suwannee River Basin. “Some of the stuff they’re paranoid about is probably actually happening, but it’s hard to document which of it is and which of it isn’t.”

Until the Florida Department of Environmental Protection takes frequent measurements up and down the state’s rivers, Quarterman said, it will be difficult to pin down the impact of Chemours’ activities. And without such studies, he said, it’s difficult to identify bad actors — let alone hold them accountable.

WWALS has a volunteer water quality monitoring program, and two recently-trained testers may start testing in the Santa Fe River Basin soon.

A billion dollars to run Jacksonville and JEA treated wastewater through wetlands in the Suwannee River Basin and into the Floridan Aquifer: this proposal was presented to the SRWMD Board this month.

Nevermind that sewage effluent carries PFAS forever chemicals into wetlands. After contaminating all the wetland wildlife, PFAS would continue into the Florida Aquifer, from which we all drink.

A SRWMD Board member pointed out that desalination of seawater would cost less. Another pointed out that Jacksonville would just suck the water back out of the aquifer. More on board comments below.

Instead, how about Jacksonville and JEA treat their effluent to drinking water standards and reuse it for themselves? The money they save from pumping it to any of those recharge areas would be enormous. That would use less groundwater, so there would be less need for recharge.

It’s well-established that ordinary wastewater treatment does not remove PFAS forever chemicals. Yet two Florida Water Management Districts want to use treated wastewater from Jacksonville into wetlands to “restore” levels and flows in the Santa Fe River and many springs in the Suwannee Basin.
