Leslie Hull-Ryde, U.S. Fish and Wildlife Service, October 18, 2024, U.S. Fish and Wildlife Service is Seeking Public Input on Proposal for Minor Expansion of Okefenokee National Wildlife Refuge Boundary: Proposal designed to enable voluntary actions to protect hydrological integrity, conserve wetlands and key wildlife habitat, and create fuel reduction zone to help protect neighboring properties.

The Southeast Region of the U.S. Fish and Wildlife Service is considering a proposal that would expand the boundary of the Okefenokee National Wildlife Refuge, adding approximately 22,000 acres adjacent to the existing refuge. The Service is seeking public input on the proposal.

If adopted, the proposed minor boundary expansion would enable the Service to work with willing landowners to explore voluntary conservation actions, including potential acquisition, that would further protect the refuge’s globally significant freshwater wetland system and wildlife habitat.

The proposed expansion includes lands currently held by Twin Pines Minerals, LLC as well as a one-mile fuel reduction zone adjacent to the refuge. Continue reading →

Judge tosses Sand Mine Exception because Levy County Commissioners violated their own rules 2024-09-18

A judge today quashed the Special Exception the Levy County BOCC approved for the 3RT Sand Mine.

Craig C. DeThomasis, Florida Eight Judicial Circuit Court Judge, ruled that the county failed several ways to provide notices required by law for hearings and appeal requirements, and failed to do at least two kinds of required studies: traffic and wildlife.

This does not mean it’s all over. It does mean the applicant has to start the whole process over, and this time the county has to follow state law and its own procedures. Meanwhile, the opposition is still organized and ready.

The judge did not consider that the mine is in the springshed of Rainbow Springs nor that SWFWMD in issuing an ERP did not consider its own Rainbow Springs BMAP.

Chemours spilled wastewater from Trail Ridge Mine into Bradford County, FL 2024-09-14

Update 2025-02-23: Chemours Trail Ridge South Mine Process Water Spill 2025-02-16.

Chemours had another spill into the Santa Fe River Basin from its Trail Ridge South titanium dioxide (TiO2) Mine. They say this one was very small.

It took a different path than the one on January 30, 2024, but it also eventually drains into the Santa Fe River.

This spill was north of Camp Road, west of Treat Road, actually in Clay County, on land owned by the State of Florida, draining into Bradford County.

The spill was reported at coordinates 29.89094873, -82.04341783, puts it at the top of Double Run Branch 03110206003356, on land in Clay County owned by Armory Board State of Florida.

That drains west into Bradford County, through land owned by SRWMD and Rayonier Forest Resources, LP, into Double Run Creek, which goes through land owned by Schoeffel Enterprises LLC and Harry W. and Mary Ann Kyle, before it drains through more Rayonier and SRWMD land into the Santa Fe Swamp Conservation Area into the Santa Fe River.

Hamilton County, Florida, Creeks 2024-08-24

The opposite of what I expected: just west of Hamilton County High School, Cat Creek under SW 55 Drive flows north, not south.

This matters for figuring out what is upstream and downstream from a site on Cat Creek.

Downstream dozen Florida counties task force reactivated after raw sewage spills across Georgia state line –WUFT 2024-07-23

Update 2024-08-02: Three more Ashburn sewage spills reported more than a week late 2024-07-20.

Update 2024-07-26: Clean Withlacoochee, Alapaha, Santa Fe Rivers 2024-07-25.

Thanks to the reporter for doing this story, especially for including the material about the stigma of sewage spills, which affects even Suwannee Basin rivers that are not even downstream from Valdosta, and about the economic damage of such stigma.

Please note that while Valdosta is the biggest sewage spill problem, because it is the most populous city in the Suwannee River Basin, it is far from the only city that spills sewage, and not all E. coli contamination comes from sewage; see other sources.

As noted in the story, Valdosta is spending millions of dollars to fix its sewage problems. Nobody will be happier when there are no more sewage spills than Valdosta staff and elected officials, many of whom are new since most of the notorious sewage spills happened. But that day is still some time in the future.

The former fake dragline mining moratorium that failed got pasted onto another bill, SB 132. Although you cannot even see the current text on the Georgia legislature web page, this slapped-in bill still has too many restrictions on appeals and would do nothing to stop the currently proposed mine or any other mine using different mining methods.

Floridians, please ask your Georgia friends and relatives to do this.

HB 1172 says people can boat or fish on “navigable” rivers, but doesn’t say they can step ashore, even if they capsize. The previous poorly-fashioned bill to define navigable did not pass, so HB 1172 would also leave the possibility of streams long used for boating and fishing getting closed off by private property owners according to Georgia’s antiquated 1863 definition of navigable. Also, removing any mention of the public trust doctrine is not a good idea. Continue reading →

Atkinson County, GA, resolution for the Okefenokee Swamp against the strip mine 2024-03-14

Shirley Kokidko, who lives in Pearson, the county seat, said a few words. I gave the shortest speech ever, “We could speak for half an hour. But if the Okefenokee Swamp isn’t worth protecting, what is?”

As they voted, they said things such as, “this would affect our fishing.”

A Commissioner sought me out in the parking lot afterwards to remark, “This is our heritage, our way of life.”

After Berrien County, plus the city of Nashville, this is the second county on the Alapaha River to pass such a resolution.

It is the fifth sixth such resolution in Georgia state Senate District 8, after Valdosta, Ware County and Waycross, Clinch, and Echols Counties. Maybe Senator Russ Goodman will be interested in that.
