Liquefied natural gas issue on Brightline railroad –Cecile Scofield in TCPalm 2023-11-12

According to a recent article, Brightline (Fortress Investment Group) is looking for land adjacent to existing tracks away from the St. Lucie River bridge in downtown Stuart. The property must also be able to support other development opportunities for Brightline.

In 2014, Florida East Coast Railway discussed moving liquefied natural gas on its network with the Federal Railroad Administration. On Sept. 24, 2014, AAF Holdings LLC filed an application with the Florida Development Finance Corp., for $1.75 billion in private activity bond financing for “All Aboard Florida.” About $440 million would be used to construct new track and rail between Cocoa and Orlando, the gateway to Tampa and the Panama Canal.

In November 2014, James Hertwig, former CEO of FECR, said he thought the laws would change where double-stacked 10,000-gallon liquefied natural gas international standards organization containers would run from South Florida to Jacksonville, creating a virtual rolling natural gas pipeline. However, the single-tracked St. Lucie River railroad bridge presented a problem. Constructing an LNG production facility in Stuart or north of Stuart could be a solution.

Strom LNG reports late to FE: reverse merger expected 2020-11-01

Update 2021-04-04: Late again: Strom Inc. semi-annual report to DoE FE about Crystal River LNG 2021-04-04.

Apparently Strom Inc. of the long-touted future LNG export operation in Crystal River, Florida, thinks some public company is so desperate for cash that it will let Strom take over its board for money.

“Additionally, Strom, Inc. is actively in early stage negotiations with a third-party entity regarding a reverse-merger and anticipate filing a report upon completion.”

What money? From a “term-sheet agreement” from un-named financiers that Strom has been claiming since at least April 2020. Lots of big talk, little LNG export action. Which is good news for Crystal River and Tampa, since the most likely export route for Strom would be by truck to Port of Tampa.

Strom also has big plans for exporting to “China, Latin America, and several Caribbean countries.”

“Specifically, Strom has received specific interest from LNG users in the Bahamas, China, Belize, Panama, Mexico, Dominican Republic, Honduras and is pursuing all qualified leads. These requests for LNG will far exceed Strom’s authorized capacity, and we will explore our options as we execute agreements. In accordance with Ordering Paragraph D of the Order, Strom will file any such long—term contracts with the DOE/FE following their execution.”

Specifically, interest is not a contract.

This is interesting:

“Strom has secured certain preliminary agreements for equipment and has selected AECOM to fill the role of our EPCM for the Project. AECOM is well versed in Oil and Gas and has been involved in a myriad of FERC approved Oil and Gas projects.”

Yes, AECOM was involved in for instance Elba Island LNG in Georgia.

But Strom LNG in Crystal River, FL, is not a FERC-approved project. Back in 2014 when Strom still planned to locate in Starke, FL, Strom filed with FERC for a Notice of Petition for Declaratory Order re Strom, Inc. under CP14-121. But FERC dismissed that request for lack of fee payment. No other FERC docket for Strom has appeared, so apparently Strom has neither FERC approval nor a declaratory order for Strom’s “mobile liquefaction unit be eligible to export LNG with exemption from FERC’s jurisdiction under the Natural Gas Act.”

As usual, Strom’s report was late. At least, unlike most of its earlier reports, it arrived before a WWALS member had to ask FE where it was.

Facebook group: Dangerous Liquified Natural Gas trains and trucks

For discussion and getting the word out, there’s a new facebook group, Dangerous Liquefied Natural Gas on Trains/Trucks.

In a March 3, 2016, letter, the Federal Railroad Administration warned Florida East Coast Railway of the danger of transporting Liquefied Natural Gas on the same tracks as high-speed passenger rail. What could go wrong? Do the math…. If an LNG container is breached, accidentally or intentionally, the liquid begins to warm, resulting in a Flammable Vapor-Cloud that can be blown around by the wind, igniting everything in its path. In Fernley, Nevada, the Flammable Vapor-Cloud fire from a tanker truck loaded with 10,000 gallons of LNG appeared to have been caused by static electricity. Flames shot 40 feet into the air and fire officials evacuated the area. The fire burned for a couple of days, before eventually burning itself out.

As that facebook group says, if you want to help stop fires like that from happening in Florida or Georgia, you can contribute to the WWALS legal fund for the pending case against the Federal Energy Regulatory Commission (FERC) for shirking its inland LNG oversight duty.

LNG export through Tampa from Strom in Crystal River

FOR IMMEDIATE RELEASE

Crystal River, Florida, October 18, 2018 — Strom, Inc. now proposes exporting liquid natural gas (LNG) by tanker ship through the port of Tampa. That explosive cargo would get there by land from Crystal River through densely populated areas. LNG tanker ships would go out right by downtown Tampa and St. Petersburg, and under the I-275 bridge. Strom has always said some of this fracked methane would likely come from the Sabal Trail pipeline. Getting on with solar power for the Sunshine state makes a lot more sense than shipping gas under our rivers, through private property, and by major cities for corporate export profit. Clean energy for Florida and beyond is an issue in this election year.

What’s this about LNG tanker, in Strom, Inc’s latest LNG export planning report?

Strom has insisted on liquid natural gas (LNG) in shipping containers since 2014, back when it tried to get FERC to state it wasn’t overseeing small-export LNG. Strom still aims to export through the Port of Tampa, and maybe other ports.

“As a direct result of recent Offtake and LNG supply requests, Strom may elect to file an amendment to our application to allow transportation of LNG by LNG tanker.”

Does that mean LNG tanker truck, such as I photographed rolling down I-75, and turning onto I-10 for Jacksonville, probably from Pivotal LNG in Georgia?

A Resolution Against Phosphate Mines in Florida –Florida Waterkeepers 2017-12-18

Update 2018-12-30: The new organization WATERKEEPERS Florida, as one of its first acts, on December 19, 2018, signed the Resolution Against Phosphate Mines in Florida, thus committing all thirteen of its member organizations.

Update 2018-11-13: Miami Waterkeeper has signed, bringing it to a round dozen Florida Waterkeepers.

From pipelines to renewable energy and efficiency –Sierra Club 2017-08-29

“Once the court officially returns the matter to FERC, the pipeline should cease operations while FERC undertakes the new analysis,” wrote Elly Benson, lead attorney for the case Sierra Club just won against Sabal Trail.

She summed up: ”Instead of sacrificing our communities and environment to build unnecessary pipelines that “set up surefire profits” for pipeline companies at the expense of captive ratepayers, the focus should be on transitioning to clean renewable energy and energy efficiency—especially in the Sunshine State. Forcing federal agencies to grapple with the true climate impacts of dirty fossil fuel projects is a big step in the right direction.”

She leads off this fourth in a WWALS news roundup series (1, 2, 3) about that case, followed by Gordon Rogers, Flint Riverkeeper, another party to the case.

WWALS is not a party to that case and does not speak for the parties, so I can be a cheerleader for them. Shut it down! Let the sun rise!
