Judge assigned for WWALS v. Sabal Trail and FL-DEP

Here’s the letter DOAH sent Friday 4 September 2015 that we received on paper yesterday. Fortunately, it’s also online along with the rest of Case No: 15-004975. It’s been assigned Judge Bram D. E. Canter.

A hearing for WWALS v Sabal Trail after all –WCTV

The hearing will be about the Suwannee River in Florida, and the same pipeline wants to cross the Withlacoochee River in Georgia (and the Ochlockonee, Flint, and Chattahoochee in Georgia, and the Santa Fe and the other Withlacoochee River in Florida).

Linkage between ground water and surface water –USGS

Yet more documentation on why gouging a pipeline under the Withlacoochee River, or through this Valdosta Limesink area anywhere, would be a bad idea:

In most watersheds (river basins) in Florida the interactions between ground water and surface water typically result in a single dynamic flow system. This direct hydraulic linkage results from numerous karst features (such as sinkholes, conduit systems in the underlying limestone, and springs) that facilitate the exchange of water between the surface and subsurface (fig. 1). Unique problems can arise in protecting water quality in karst areas because of the direct and rapid transport of recharge through conduits to the subsurface and through resurgence by springs. In some areas, recharge from unknown drainage pathways to areas of discharge may contribute to chemical and biological contamination of water supplies. Such contamination in karst areas has been documented by many studies.

Sinkhole formation and collapse due to drilling under the Withlacoochee River

Drilling through fragile sinkhole-prone karst limestone under the Withlacoochee River (or the Suwannee River, or the Santa Fe River): what could possibly go wrong? Sabal Trail now proposes to move off of the Withlacoochee River in Florida, but still plans to cross the Withlacoochee in Georgia, and to cross the Suwannee and Santa Fe Rivers, all of which have the same hydrogeology. You can talk directly to Sabal Trail and FERC at the Open House in Jasper, Florida, 5-7PM Tuesday 21 October 2014, and you can join WWALS where the Alapaha River disappears entirely into a sinkhole, at the Alapaha Sink, 2PM Sunday 26 October 2014.

FL State Rep. Elizabeth Porter objects to FERC about Sabal Trail pipeline in karst limestone

Chris Mericle’s Florida state rep., Elizabeth Porter, who also attended the recent GA EPD briefing to SRWMD about Valdosta’s plans to fix its wastewater overflowes into the Withlacoochee River, just objected to FERC about Sabal Trail’s fracked methane pipeline (PDF). Chris and Deanna Mericle are our local hosts for the WWALS Withlacoochee and Suwannee River paddle past the pipeline 21 September 2014.

Withlacoochee and Suwannee paddle: springs, shoals, and pipeline 21 Sept 2014

Update 20 September 2014: Now with a lunch stop at Chris and Deanna’s house! Bring your own lunch or snacks, but the Mericles have picnic tables and bathrooms. Chris reports the Withlacoochee is high enough that the shoals are no problem, and the weather report says clear all day tomorrow. See also his report on FERC and Sabal Trail’s recent visit to this same area and what Sabal Trail wrote to FERC the next day.

Sabal Trail may be thinking of moving their pipeline, but WWALS is still padding past the original location 10AM Sunday September 21st. All are invited to come see for themselves the springs, shoals, and sinkholes that we value more highly than pipeline profit for a company from Houston. Join us for a fine day on two of our fabulous southern blackwater rivers: the Withlacoochee River and the Suwannee River, in Hamilton and Suwannee Counties, Florida.

Avoid our area –Florida’s Suwannee River Water Management District to FERC

What they told FERC today was more subtle than just “avoid our area”, but after the Sabal Trail methane pipeline avoid karst limestone, any unconfined areas of our Floridan aquifer, caves, springs, wetlands, drilling under rivers, blasting, or using groundwater for testing pipes or disposing of it afterwards, where can that pipeline go?

The Suwannee River Water Management District (SRWMD) covers the Florida parts of WWALS’ watersheds, and our Withlacoochee River is named in the SRWMD comments. Unlike Georgia’s Suwannee-Satilla Water management District, SRWMD has state funding and staff that produced some very interesting comments.
