Videos: Valdosta and Florida Counties about sewage 2019-07-10

Congenial yet sometimes testy, the Florida counties meeting Valdosta about sewage again last night.

The Valdosta catch basin many Floridians thought would be finished by now? Probably by December.

That report the Utilities Manager last time said explained why 8 or 10 million gallons was big enough for a catch basin? No, it doesn’t explain that. Fortunately, Georgia EPD wants to know how many gallons will be needed for how much rain, and apparently won’t issue a permit for the catch basin until there are answers, so maybe we’ll finally find out.

GA-EPD also wanted to know what if the catch basin fills up? Valdosta’s answer: tanker trucks to ship the sewage from the Withlacoochee Wastewater Treatment Plant to the Mud Creek Wastewater Treatment Plant. Or the other direction, if needed. That sounds like a fine idea. Although it doesn’t address the question of what if the heavy rains fall directly on Valdosta and both WTPs fill up.

Meanwhile, the catch basin is just one of a combination of fixes, mostly intended to alleviate infiltration of stormwater into the sewer system, and about 25% of those are done, says Valdosta City Manager Mark Barber.

Will all these projects be finished this year? No.

Floridians offer to get national elected officials to help.

Floridians also emphasized Ecotourism, and asked me to talk about the 350 people who just came through on Paddle Georgia (#PaddleGA2019), the WWALS Boomerang paddle race from Florida to Georgia and back, and the proposed River Camp at the Little River Confluence west of Valdosta, like the ones on the Suwannee River Wilderness Trail. Valdosta Mayor John Gayle wrote down the date of the WWALS Boomerang (October 26th), and afterwards both Hamilton and Madison Counties promised to help.

Tom Mirti of SRWMD described Florida water quality testing, but didn’t mention that FDEP’s monthly testing isn’t made public until four months later. He did mention that FDEP is now testing for sucralose. Merrillee Malwwitz-Jipson, who requested that, was sitting right there. Thanks to her and Jim Tatum for coming from Florida to this meeting.

Valdosta City Manager Mark Barber said Valdosta was still testing at the state line, which caused me to ask why I didn’t get any results for those locations this year in response to open records requests, then? Valdosta Utilities Director Darryl Muse said that was because they haven’t actually tested at the state line this year. He also complained that he had staff working 100 hours a week. Which makes me wonder whether the city of Valdosta is really giving him what he needs, or whether he hasn’t asked for everything he needs.

Anyway, people were rightly impressed with how much Valdosta has done and with their current plans. However, there is still room for improvement.

Solar power would bring more jobs than toll roads –Suwannee Riverkeeper in Gainesville Sun 2019-05-22

In the Gainesville Sun, yesterday, May 22, 2019:

Now that Gov. Ron DeSantis has signed the toll road bill, SB 7068, Suwannee Riverkeeper — which was among the 90 organizations throughout Florida that asked him to veto it — continues to oppose that boondoggle and propose actual benefits to Florida’s economy and waters.

Aerial Google map, Crystal River to Monticello and Thomasville
Google map of one likely route of the Suncoast Connector.

One of these three unneeded turnpikes would have to cross the Suwannee River, plowing through counties where we have many members. All this very poorly written bill says about its route is: “Suncoast Connector, extending from Citrus County to 164 Jefferson County.” Apparently that means from Crystal River to Monticello, and on to Thomasville, Georgia, through farms, forests and swamps. If this toll road builds its bypasses, bye-bye local businesses in Chiefland, Fanning Springs, Old Town and Cross City.

Yes, the turnpike bill has a “project development phase” for $45 million and increasing each year, with a Continue reading

Jim Tatum reports on FL Rivers Task Force meeting 2019-04-25

Thanks to Jim Tatum of OSFR for reporting from the April 25th meeting of the twelve-Florida-county Rivers Task Force meeting in Lake City. His Task Force on Valdosta Spills says the Task Force is asking Florida Senator Rubio to speed permitting for Valdosta’s WWTP catch basin. It doesn’t say whether they get the point that the other third of Valdosta’s December spills would not be affected by that.

It says they’re still agonizing about direct notification of spills. Our experience with Valdosta and that of many others is that it’s not worth wasting time expecting Valdosta to notify anybody except the state of Georgia, which is why it’s so useful that GA-EPD publishes Sewage Spill Reports each business day. That’s been going on since December 20, 2018, after 30 organizations in Georgia and Florida, including OSFR, signed a resolution asking GA-EPD to do that.

The hot button at the moment is water quality monitoring and sampling. Thanks to OSFR’s Merrillee Malwitz-Jipson and WWALS ‘ John Quarterman, it was revealed some time ago that water sampling has been less than adequate by our (and Georgia’s) agencies, lacking even a baseline for comparison in places.

Once called out, the agencies have been scrambling and Ms. Velez’ PowerPoint covered this wonderfully. Your writer did not know that Continue reading

Update 2019-04-13: Added Task Force Resolution.

Everyone in the dozen downstream Florida counties wants to help Valdosta finish fixing its sewage problems, and all were impressed with the thoroughness of the presentations by Valdosta Utilities Director Darryl Muse. There was even an offer to contact federal representatives and agencies from the elephant in the room, Ken Cornell of Alachua County, which contains half the population of the dozen Task Force Counties (and twice the population of Valdosta and Lowndes County),

Mayor John Gayle said “Valdosta is privileged to be a regional city”, serving eighteen counties and benefitting from sales taxes of all those who shop in Valdosta, and later offered assurances that Valdosta was doing everything it could.

Valdosta Sewage Spills Workshop at Florida Senate 2019-03-20

A Florida Senate Committee has scheduled a Workshop on Valdosta Sewage Spills.

Table, Committee

The same session this Wednesday afternoon will hear three water bills, SB 1100 about funding water well testing, which is relevant to the recent detection of E. coli in for example Hamilton County wells, SB 1758, which includes some changes to Basin Management Action Plan (BMAP) requirements and requirements for wastewater treatment plants to notify customers of unlawful discharges, and SB 1552 about Red Tide mitigation.

Event: facebook, meetup

Florida Senator Bill Montford, District 3 When I went by Senator Bill Montford’s office last Wednesday, his staffer said they would be scheduling this workshop, with public input. They have done so. Senator Montford is the Chair of the Committee on Environment and Natural Resources. His District 3 includes Hamilton, Madison, and Taylor Counties, all of which are members of the twelve-county Florida Rivers Task Force and signatories on its Resolution asking for assistance from Florida and Georgia about Valdosta sewage spills. The Withlacoochee River, into which much of Valdosta’s raw sewage spills have gone, is the border between Madison and Hamilton Counties, and the Alapaha River, into which basin other Valdosta spills have gone, runs through Hamilton County. Taylor County is not on either of those rivers nor on the Suwannee River, yet its economy is affected by the stigma of Valdosta’s sewage spills.

Senator Albritton, Vice Chair

MEETING DATE: Wednesday, March 20, 2019

Elected officials from Valdosta and 12 downstream Florida Counties 2019-04-10

Update 2019-04-12: Videos.

Update 2019-03-14: The Valdosta City Clerk says the Valdosta City Manager says “the public will have an opportunity to speak.”

As discussed in Lake City when the dozen downstream Florida counties passed their resolution, and as foreshadowed by Emma Wheeler on WCTV, and now confirmed by Valdosta City Clerk Teresa Bolden, elected officials from Valdosta and twelve Florida counties will meet to discuss Valdosta wastewater spills and how to stop them. She also confirmed that since there will be a quorum of the Valdosta City Council there, this will be a public meeting.

When: 6PM, Wednesday, April 10, 2019

Where: General Purpose Room,
Valdosta City Hall Annex,
300 North Lee Street, Valdosta, GA 31601

Event: facebook, meetup

It’s not clear the public will be able to speak, but you can come and see for yourself. As I told the Valdosta City Clerk, this afternoon I already invited the Suwannee River Water Management District and everybody else who was in their meeting. Valdosta will probably publish an announcement soon, but so far we at least know the meeting will happen and it will be public. Y’all come.

Videos: Florida Rivers Task Force about Valdosta Wastewater 2019-02-28

Update 2019-03-17: Valdosta has agreed to meet with the dozen downstream Florida counties, elected officials to elected officials, 6PM, Wednesday, April 10, 2019, at Valdosta City Hall Annex, and “the public will have an opportunity to speak.”

A dozen downstream Florida counties want to meet with the Valdosta City Council, elected officials to elected officials, to present a resolution they passed urging the states of Florida and Georgia to do something about Valdosta’s sewage, and to discuss raising funds to help Valdosta fix its sewage infrastructure, so the Florida counties can restore their eco-tourism on the Withlacoochee, Alapaha, Suwannee, and Santa Fe Rivers. Restoring eco-tourism came up again and again. It’s not just the actual sewage, which never gets to Taylor or Alachua Counties. It’s the stigma of sewage in the rivers. Fixing Valdosta’s spills and regular testing to find other sources are needed.

Valdosta said no. So delegates from all dozen counties are going to come to the March 21, 2019, Valdosta City Council Regular Session and speak in Citizens to Be Heard, three minutes each, some time after 5:30 PM that Thursday evening.

[Movie: Approval of Resolution (115M)]

Koons (NCFRPC), Ken Cornell (Alachua County), Anthony Adams (Lafayette County), Don Hale (Suwannee County), Gene Higginbotham (Dixie County), Kenrick Thomas (Gilchrist County), Danny Riddick (Bradford County), Thomas Demps (Taylor County), Beth Burnam (Hamilton County), Rick Davis (Chair, Madison County)

Apparently Valdosta told them that Valdosta doesn’t do workshops or joint meetings, which is curious, since Valdosta’s city council members a month earlier met with council members from all the other Lowndes County cities and the Lowndes County Commissioners about their Service Delivery Strategy, which includes wastewater. Last year, members of Valdosta Mayor and Council met with elected officials Continue reading
