Federal Railroad Administration 281-page FOIA response on FECR LNG by Rail request 2024-06-07

Update 2024-07-01: LNG by Rail on FECR through Martin County, according to FRA –Cecile Scofield to Martin County, FL BOCC 2024-06-18.

For years we’ve been trying to FOIA information from FRA about FECR’s project to ship liquid natural gas (LNG) by rail through densely-populated areas. After four months, two FOIAs, and further correspondence, we finally got quite a bit.

It confirms in detail much of what Cecile Scofield has been saying for years. LNG liquefaction plants and the railroad are owned by the same company, and there are safety concerns about their plan to ship LNG by rail up and down Florida to export to the world and by land across the U.S.

Yet many important safety details were redacted.

Okefenokee flyaround –Wayne Morgan 2019-10-05

The cause of this flight was the titanium mine Twin Pines Minerals wants to put near the southeast corner of the Okefenokee Swamp. We documented they have heavy equipment on that site now:

The Georgia Water Coalition Dirty Dozen, used one of these aerial pictures taken by Wayne Morgan for WWALS on a Southwings flight for Suwannee Riverkeeper, pilot Allen Nodorft, October 5, 2019.

The mine site is less than three miles from the Okefenokee National Wildlife Refuge, and about the same distance from the Cherokee of Georgia Tribal Grounds:

Solar grows in Georgia and Florida

Georgia Power, local electric cooperatives, Duke Energy, FPL: all are spending on solar power. However, Georgia and Florida remain behind New Jersey and Massachusetts in deployed solar megawatts. It’s an election year, and this should be an issue.

FPL is making a big show of solar power in Florida, but are it and sibling utilities actually moving ahead very fast? No five-month extension for Sabal Trail, FERC 2018-01-26

Instead of giving Sabal Trail a five-month extension, FERC should revoke Sabal Trail’s Certificate of Convenience and Necessity, as the U.S. District Court already ordered. Sabal Trail no longer has the customers for 90+% of its gas on which that FERC’s February 2 Order depended, not since Sabal Trail dropped Duke Energy Florida (DEF) from its customer index on New Year’s Day.

It’s time to stop the fossil fuel industry using Sabal Trail as a political tool to undermine the overall energy stability and security of the U.S. southeast for the profit of a few companies from Texas and Canada. Just like the U.S. State Department recommends for Europe, FERC should seek to diversify energy supplies by getting on with solar power onshore and wind power offshore in the Sunshine State, Georgia, and everywhere else.

Motion to reject FERC DSEIS, to take Sabal Trail out of service, and to revoke its permit: WWALS to FERC 2017-12-29

reopen the whole basis of the FERC 2016 Order, Filing FERC, if it follows its own rules, should reject the DSEIS, stop Sabal Trail, and revoke its permit, says a motion filed today with FERC by Suwannee Riverkeeper.

Followup blog posts will feature major sections and arguments from these 20 pages with their 93 footnotes. The basic arguments are summarized on the first page:

WWALS argues that no SEIS can be complete without accounting for GHG from Liquid Natural Gas (“LNG”) exports, nor without comparing natural gas to solar power, according to precedents already set by FPL, FERC, and others, which also reopen the whole basis of the FERC 2016 Order.

FERC may not care, but the D.C. Circuit Court may, or candidates for office, or the voting public.

Valdosta and Lowndes County water treatment quality compared to region

Valdosta indeed didn’t have the worst water treatment violations in Lowndes County, Georgia, but it was worse than any nearby city in Georgia or Florida (and Lowndes County was worse than any nearby county). Once again, the Valdosta Daily Times said (twice) that Valdosta “is now in full compliance”. This is about drinking water treatment; sewage is another story. But in both cases, if Valdosta doesn’t want the local newspaper to treat the city as the villain of the piece, maybe it should stop reacting like one.

Georgia and Florida

The above screenshot from Threats on Tap: Widespread Violations Highlight Need for Investment in Water Infrastructure and Protections shows Georgia has been pretty bad, but Florida was much worse.

Let’s look at the area around Valdosta. Continue reading

Sabal Trail to export through Jacksonville, FL

Let’s connect the dots from Sabal Trail to LNG export through Jacksonville. To cut to the chase: Crowley Maritime’s Carib Energy is already exporting LNG from Jacksonville, and is authorized to get LNG from both Floridian Natural Gas (FLiNG) in Martin County at the end of the Transco → Sabal Trail → FSC pipeline chain, and from Florida Gas Transportation (FGT)’s Jacksonville Expansion Project from Sabal Trail in Suwannee County to Jacksonville.

Working backwards, look at Jaxport’s own website, Corporate, Major Growth Projects, Liquifed Natural Gas:

EXPORT OPPORTUNITIES

Crowley-owned Carib Energy has already begun small scale exports of LNG to Puerto Rico and has plans for expansion to a number of countries in the Caribbean and Latin America.

That JAXport page links to Crowley Maritime’s LNG Overview web page, which brags: Continue reading
